Sovereign AI: When Countries Push Back on AI Dependency

A quiet movement is gaining momentum: sovereign AI. Countries from France to India to Saudi Arabia to Kenya are asking the same question — why should our national AI infrastructure depend entirely on a handful of American companies?

It's not paranoia. It's infrastructure planning. When your healthcare, education, government services, and financial systems all run on AI, whoever controls that AI has leverage over your entire economy. We learned this lesson with cloud computing. We learned it with social media. Now we're learning it again with AI, at higher stakes.

France is funding Mistral and demanding European AI independence. India launched an ambitious national AI strategy focused on building domestic capacity. The UAE is investing billions in compute infrastructure. Brazil is exploring Portuguese-language foundation models. These aren't vanity projects. They're countries that looked at the current AI landscape — where 90%+ of frontier model development happens in the US and China — and decided that's a dependency they can't afford.

The pattern mirrors energy policy. Countries that built their own energy infrastructure had economic sovereignty. Countries that relied on imports were vulnerable to price shocks, supply cuts, and political pressure. AI compute is becoming the new oil — and the refineries are almost all in the same few places.

The redistribution angle:

  • Who benefits: Currently, US and Chinese AI companies dominate global AI infrastructure. Sovereign AI could redistribute capacity and value creation to more countries. Domestic AI industries create local jobs, retain talent, and keep data under local jurisdiction.
  • Who pays: Global South countries that can't afford sovereign AI investment risk falling further behind. Smaller nations face a build-vs-buy dilemma with no good options. The cost of compute sovereignty is enormous.
  • What can be done: Support multilateral AI infrastructure initiatives (pooled compute, shared training resources). Fund open-source foundation models in underrepresented languages. Create international AI infrastructure agreements (similar to telecommunications treaties). Help developing nations build AI capacity, not just buy AI products.

The redistributed future isn't one where everyone depends on the same three companies. It's one where AI infrastructure is as distributed as the people it serves.
